"They took the money knowing that the item can't be cleaned"
They took the money knowing that the item can't be cleaned. This somewhat deceitful practice is very common in many dry cleaning places. Only very few honest cleaners tell you beforehand that the item can't be thoroughly cleaned, or give you a refund for not cleaning the item. For example, I highly recommend "J B Cleaner & Tailor" in Toronto. I have not yet found any good dry cleaners in Ottawa yet.
