Closed to the public. The elevator will not go to the second floor (where L&I is) and the door in the stairwell is marked "Authorized access only". Massive waste of time going here.

It's the Government. What can you expect here in Washington... This office makes their own hours, has a phone number that is only a voicemail.
These people will take advantage of you at any turn they get. LAWYER up and do not even speak with them.
