COI DEPARTMMENT IS AS SLOW AS IT GETS. IF YOU REQUEST ONE AT 8AM, YOU CAN REST ASSURED IT WONT BE UNTIL 4PM THAT YOOU WILL RECEIVE IT. THEY PUSH AND PUSH TO WRITE REVIEW AND DO A GOOD SERVICE A COUPLE OF TIMES TO GET IT. WILL SWITCH OVER JUST BECAUSE OF COI DEPARTMENT.
