Emerald is on the land of Bunurong traditional owners. This is a small yard on a slight hill, with a mix of historical graves dating back to the 19th century and many more recent memorials up to present day. It's run by a corporate body under the department of health and reflects that culture in the corporate office type modern signage. Parking is on the road out front, with limited space in the yard itself. There are toilet facilities, bench seats, plenty of shade trees, and paved pathways so it is relatively accessible, though there is a fair incline so it may present some difficulty for people with limited mobility. The reason for my one star review is the use of intrusive camera surveillance without informed consent. In the centre of the yard there are two cameras on a pole with a small notice saying they collect face and vehicle data. This information is not available to you until you are already on camera, and it is printed so small that most people won't even notice it - so the possibility of informed consent is removed. There is actually a sign on the front gate I found later, but when the gate is open you can't see it - so you will never see it when you're entering the cemetery. The cemetery trust also use Wilson Security, best known for their role in running Australia's internment camps for refugees which have been the sites of continuing human rights abuses over years.
A nice aspect to the cemetery with the surrounding bush, creating a peaceful and pleasing environment. (My partner has a family member buried there). However, prominent signage is needed regarding dogs. The last time we visited a large dog was off lead and was bounding through gravesites - including the one we were maintaining. I called to the owner (who should have known better) to please put his dog on a lead. He looked awkward, but complied. A sign at the entrance (reminding dog owners of the need for respect at the site by keeping their dogs on-lead) would be a welcome addition.
